Introduction:
The surge of illegal constructions under SBCA district Central has become a cause of concern, with authorities seemingly indifferent to the changing landscape. The previous pathway system has undergone no transformation, raising questions about the efficacy of the Sindh Building Control Authority (SBCA) in curbing these unlawful developments.

**Violation Details as per SBCO 1979:**
1. **Facial Alterations and Silent Observers:** The apparent change in facades conceals the ongoing illegal constructions. The silence of authorities raises doubts about their ability to enforce regulations.
2. **Continued Illicit Activities:** Despite the issuance of directives by the DG SBCA, illegal constructions persist unabated. The distribution of bribes continues unchecked, further fueling these activities.
3. **Financial Loss and Indifference:** The national treasury suffers while DG SBCA and its officials amass wealth. The silence of high-ranking officials raises serious questions for concerned institutions.

**Builder Mafia’s Activities:**
The builder mafia has been actively engaging in construction work on multiple plots for an extended period, including Plot Nos.

Their illegal activities have resulted in the destruction of infrastructure in District Central, particularly in residential areas.

**Current Situation:**
Illegal construction is underway on Ground plus 1 to 5th & 6th floors, violating regulations that prohibit construction without approved building plans.The disruption in water, electricity, gas, sewage, and parking systems in the area  reflects the strict violations of Human Rights and chaotic situation caused by these illegal activities.

**Appeal for Immediate Action:**
An urgent appeal is made to the Minister of Local Government Saeed Ghani, Corps Commander HQ 5 Corps, DG Rangers Sindh, I.S.I, Federal Investigation Agency (FIA) and the Director-General of the Sindh Building Control Authority (SBCA) to take immediate action against the rampant illegal constructions in District Central. The neglect of these violations poses a serious threat to the integrity and safety of the area’s infrastructure and residents.

On the contrary, Pakistan is actively engaged in combating corruption, aligning with its commitment to the International Monetary Fund (IMF). However, the prevalence of corruption in Pakistan, including the organized crime of illegal construction, presents a significant challenge. The officials of SBCA are a major obstacle in achieving the vision of a corruption-free Pakistan, as envisioned by Pakistan Army Chief General Syed Asif Muneer Ahmed Shah. NI (M)
